Michael Bay has way more control over dialogue that you give him credit for. He (along with Martin Lawrence and Will Smith) pretty much re-wrote Bad Boys together. In general, writers' involvement in Hollywood ends at the script stage. As a director, Michael Bay is the beginning and end of the movie. He's in charge, and he is responsible for the awful dialogue, actors' performances, etc.
